I don't think there are any maps where luck isn't a at least 25% of how the game turns out. I have seen far too many games where no matter how good the strategy is, another player's good luck completely undo it.

Sounds like an awful game!

Also with specific regards to spoils--> no spoils is the most luck-interdependent. Flat Rate is the most luck-affected, though one could make an argument for nukes. Heck, even with escalating games- you gotta hope for the right color card at the right moment or for the right play order.

Though the question was about maps wasn't it? I'm running tangential.

Even with escalating luck doesn't help/hinder much on that map.

still involves quite a bit..

For instance i have had my initial deploy and lost it all trying to take a 3.. as a consequence i got screwed

Might be true, I haven't got much experience on the map but it's big as hell and has a territory bonus roof so it should be relatively luck free! One game setting I know requires very little luck is 3 player no spoils games on Imperium Romanum! It's all about how you play your opponents. I've won 66% of 100 something games with those settings and often with crappy dice! Knowing where to invest, when to break someones bonus, which regions are good and foresee the opponents moves is more vital than usual! Makes for great games as well!
