I don't see where we agreed on a card status. Perhaps I missed it.

I think flatrate is the fairest way to go.
Escalating cards usually put the entire game in the hands of one person, and no card games can take forever.

Flat rate is what I would chose for exactly the reasons you state. Making all games flatrate sounds good to me.
