The key is to get those cities. (They look like little parthanons). Each one is a +1 bonus. Try to take one a turn if you can. Don't take it if you will be weak when you get it unless no one else is around, because they will take it from you of course. I don't like killing neutrals, but this is the kind of map where you accept that you will have to kill neutrals.

If you have the first turn try to take a city and stack a little on it. If you have second turn so your opponent go first. Grab his cities or altealst try a little or try to grab more city;s yourself. If you have like 2 or 3. Just start killing your opponent. Else if he leaves a lot of 1's grab them. 3' 1's makes him a army less. And you one more that is better then a city.

I think it depends on what type of game you are playing. I play that map totally different for 1v1 than I do for 1v7.
1v1 get 2-3 cities then just grind on your opponent. 1v7 I find that starting away from Rome works well. People seem to fixate on Rome, while you build strength elsewhere. My last game I played on that map I never held Rome until the 2nd to last turn. Africa is a nice area to work in because you have to defend in at most two directions.

Holding the african semicircle is awesome. . .from aegyptus to Tarraconesis. . . .that is always something to build toward.
I would stay away from italia and rome. . too many neutrals to kill. . .although this is a map where you have to kill neutrals at some point, so be wise about it.
As for a quick start for first turn, if you can swing taking the city of armenia, which means you owned assyria, that is always safe. . .sometimes Brittania is this way too.
other times you can deploy and fort first turn to set yourself up to take a city or two the second turn
Just depends on the drop. . but like George said. . .take the neutrals for cities when you know you can hold them. . nothing worse than taking a neutral three just to have an enemy clean you out. Cities in Asia and Dacia are more open to enemy attack than the others.
