on a serious note, I would have to say Henry V for twatting the French at Agincourt.

True, but she was never really responsible for any of it. The monarchy had already lost essentially all of their power to parliament by her time, so for this reason I would never vote for anyone after 1832 as the best monarch, possible before that if I was answering seriously.
For the question I would say William of Orange as the Glorious Revolution is the key event to putting us on the definitive path towards democracy.

Jaun, Elizabeth I was indeed a badass bitch and was a fantastic ruler, but she didn't lead her army into battle like Henry V.

Well, without him, we might have had one anyways, but I don't think anyone else could have screwed things up militarily as badly as he did.
