One player then asked the other player to move out of a continent and allow him to take it, presumably to increase both players bonuses.
Is this crossing the understanding of treaty and going into team play?
at least two individuals in the game voiced concerns during play.

There could conceivably be a case of SD there, if the same players have done this in multiple games. A treaty has to be for a single game to be valid. You could study the records of the two players to see if they do this on a regular basis.
If not, then there's nothing wrong with it.

Also, if you're talking about a "treaty", then the terms of such an alliance would probably indeed include equality of bonuses. But if it was in fact a "truce" then I'd say the request falls outside of that definition. Still, it's a matter for the players to work out amongst themselves and is not illegal.

Note the last part.
making a truce, treaty, agreement in plain chat is legal. if someone moves over from the large continent in order for both players the try and beat the gameleader is a valid and valiant thing.
or stupd, depending on when someone turns on the opther ...
either way, if it is done publicly without premeditation (okay premeditation is my addition, ignore it) then it is legal.

I did not know there was a distinction between a truce and a treaty. So i checked the log. The two players agreed to a "truce" . I need to educate myself on the difference between a treaty and truce as it applies in this game. This forum topic is as much about my education as it is about complaining.
Some more details ...
Game map is World2.1
Player1 had South America.
Player2 had Africa.
Player3 had North America
Player1 took Australia.
Player3 is kicked out for missing three turns in a row. (deadbeat) North America is now all neutral armies.
Player2 then asks player1 to take North America and move out of Australia which player1 does.
other players complained in the game chat.
So if someone can answer:
Difference between a truce and a treaty and when they are allowed
What is permitted and not permitted in a truce
What is permitted and not permitted in a treaty

I don't think there is a differnce. Different word for same thing. Anything is allowed as long as it is written in game chat. You could have a treaty along a certain border only. You could have a general treaty for all regions. You could make a truce for a certain amount of turns. You could say that you must give a 1 round warning before attacking. Everything is legal as long as it is stated in chat.
That being said, you don't have to follow truces and treaties. They can be broken without warning. There is no rule or law that says you have to abide by what you say in the chat. So, it's all up in the air. The only thing that isn't allowed is talking about the game outside of game chat. (Unless you are playing a team game and then you can talk to your partner(s) outside of chat.)

Anything goes so long as it's not done in secret. Players can take their move however they wish in a single game. Just watch out for strange moves/agreements that don't appear to make sense and maybe check up to see if there's any funny business.
As for truces and treaties, I don't partake. I generally play with/against players who are knowledgable enough to be relied upon to know when/where not to attack. The most that is said is usually along the lines of "get out of my way green" sometimes followed by "or else I'm auto-ing you".

I believe there is a difference between a truce and a treaty. A truce is an agreement not to fire at each other (a non-aggression pact). This may be just along a particular border, or it may be map wide. A treaty, however, will include that but then goes beyond that to include cooperating in strategy against other players (an alliance).
As has been said many times, as long as it is all conducted in the game chat then it is perfectly legal. Even breaking the truce or treaty without warning is legal (though considered poor form). Any of that stuff only becomes illegal if it is conducted privately, outside of the chat. Then it becomes secret diplomacy.
