If I told you to go jump off a bridge, would you do it?
He's not saying he is going to do it, it is a suggestion for you to do it.

See as you're Canadian, I assume you refer to a Canadian law, so for us ignorant Americans, would you care to enlighten us?
But yes, I've seen much worse be allowed, so I'm not expecting anything to come of this report.

As much as the comment (and some of the posts in this thread) may have been in poor form, our policy is one of leniency in game chat. Foeing him will stop his chat from coming up on your screen, and will stop him from joining your game. This was not a threat, so I would recommend rating him accordingly, then Foe And Move On.
