They are a minimum of friends and thus this is probably secret diplomacy.
There are 4 friends that have played a lot of games together and as pairs, 4's etc.
As well as these two there are chenko21 and hotcoffee76 they have played a dozen games together at least.
If they are going to join other games they should be warned as to their conduct.

There is a small window that this under the fog of war setting and we're not sure if they leaving their borders protected from one another or not. From your own point of view, yes it does look suspicious. I will note this one game in their records. They have been contacted and reminded of the rules. Feel free to rate them accordingly.
