I was considering the idea of creating a fan site dedicated to tournaments. These tournaments will be organised by myself, and the winners will be tracked on the website and assigned points of some sort. I was just wondering if this would be allowed. Or do tournaments have to be done only via the forums?
The participants and winners etc would be stored in a database, so basically it would make the whole tournament creation alot easier, as most of it would be automated.
Website for Tournaments.

I am not a mod. So, my response is in no way official.
That being said, I do know of a few Tournament Organizers who use off-site (non-CC) locations to host their tournament results.
You can pretty much doing everything off-site. The only caveat being that you need to open the tournament (and get your players) via a public post in the Join/Create A Tournament forum. Once that is done, you may manage your tournament however you feel best - so long as everyone participating (or potentially participating) is informed of how you plan on running things.
