Yes he can be impeached.

Nancy Pelosi (Speaker of the House) said from Day 1 that no impeachment proceedings would go forward while she was in charge of the House (the chamber that decides whether or not to impeach).
I voted "yes" on the poll because I think that if Cheney were a Democrat, the Republicans would be trying to impeach him left and right. The Democrats can't do this because of the nature of the party - they are less organized and have historically had a hard time speaking with one voice. This isn't meant to be a slam against the Dems, it's just the way it is.
At this point in time though, I don't see how impeachment, or even a token effort would benefit America. It would divide us further and waste what little chance was left for our government to a actually fix our multitude of problems.

Well, impeaching Cheney this late in the game would be an empty and pointless gesture.
Considering that this Congress loves them (look at all the non-binding "resolutions" about ending the war in Iraq) I don't see why they wouldn't do it.

If you haven't seen the news is the past couple of days, this is pretty hot off the press. More fingers pointing in Cheney's direction.
I would have to agree though that an impeachment now would be fruitless except for the account of justice.
