Do you still get the continent bonus if there is a neutral army in your territory? I didn't think you did, but somone just told me you do....
Not sure what to go on

No, you need to own all the continent. neutral armies need to be conquered.

Thats right and if theyre threr dont bother with them and concentrate on secruing borders then kill them and fortify the remaining amries to the borders
