Naw, theres a typo on the billboard which is actually pretty standard in terms of english abroad.
It says "Juan is completely a bottom. Same?" I think its an advertisment for some adult escort industry or the like out here.
Still, the internet is a big deal out here and many people i am sure have found the land that is Cutesy Club.
