Reshuffling Cards

I've been in a couple of games where cards that were already handed out and cashed in made a second appearance. It actually seems that the two times I have noticed it happen, the card was handed out immediately after it was cashed in.

I believe that once cards are handed out they should be placed in a "discard pile", and that "discard pile" should only get reshuffled once the entire deck has been exhausted.

The probability of getting sets is affected by knowing what cards are out. This is especially important in Flat Rate games since 3 Blue Cards in one hand means it's more likely opponents have a lower rated set.

The cards switch colours from Game to game. Is there a standard "deck"? That is to say: Is each country represented equally and each colour too? Wouldn't it be better if there was a standard deck so we can plan accordingly?

i agree, this happened in our game (to my advantage) in game 4586. i find it nice to keep track of what has been used and what is left to try and protect the countries that haven't been passed in yet in a feeble attempt to restrict the amount of troops deployed.

I would assume a random generator creates the card picks.

For me it has happened that I have given a set of cards, then at the end of the turn I get one of the cards back...

I think a random generator is ok.
